Exporting Copper from the USA to the Dominican Republic: Ports, Rules & Buyers
The Dominican Republic is one of the closest export markets to South Florida. A container that leaves Port Everglades can be alongside at Caucedo or Río Haina within days, on routes that carriers run as part of their Caribbean network. Add a free trade agreement with the United States and an active free-zone manufacturing sector, and the result is a short, practical lane for copper. What it still needs is the same discipline as any export route: an ISRI-coded grade, agreed Incoterms, load-port inspection and a payment structure both banks can work with. Here is how the USA → Dominican Republic run works.
Who buys copper in the Dominican Republic
Demand on this lane comes from a smaller and more specific buyer base than in Mexico or Asia, and it pays to know which one you are.
- Free-zone manufacturers. The country's free zones, overseen by the National Free Zone Council (CNZFE), are a major export engine, and electrical and electronic goods are among their main lines. Published export profiles list insulated wire and cable, electrical transformers and circuit components among the products made there. Manufacturers working in copper want predictable input, which usually means refined copper cathode or high-grade No.1 material rather than mixed scrap.
- Foundries and fabricators. Local metalworking, plumbing and electrical-fittings producers buy smaller lots of clean copper and copper alloys for casting and fabrication.
- Regional traders. Caucedo is a transshipment hub for the Caribbean, and some Dominican buyers consolidate material for onward sale within the region. A trader should still be able to name the end destination and the grade it is buying for.
The Dominican Republic also exports copper scrap collected domestically. That matters for qualification. A buyer importing scrap into a country that exports scrap should have a clear reason for doing so, usually a specific grade, a guaranteed quality or a volume local collection cannot supply. Real buyers will tell you which one applies.
The ports that matter
- Caucedo is the country's leading container gateway, operated by DP World, near Boca Chica and Las Américas airport, east of Santo Domingo. It is also a regional transshipment hub, so many carrier services call there.
- Río Haina is the main multipurpose port, west of Santo Domingo and the second-largest container port, handling containers alongside bulk and ro-ro cargo. It is convenient for plants in the Haina–San Cristóbal industrial corridor.
- Puerto Plata is the main commercial port on the north coast, a smaller container option for buyers in Santiago and the Cibao region.
Between them, Caucedo and Haina handle the large majority of Dominican container traffic, and sources put each one's share at roughly half and two-fifths respectively. For a plant in or near Santo Domingo, either works. For the Cibao, compare a Puerto Plata discharge against a southern port plus the inland haul, because the cheaper option changes with carrier schedules.
Incoterms, transit, order size & pricing
| Item | Standard |
|---|---|
| Default Incoterm | FOB Port Everglades (CFR / CIF to a Dominican port on request) |
| Typical discharge ports | Caucedo, Río Haina (south coast); Puerto Plata (north coast) |
| Indicative transit from South Florida | Roughly 3–5 days port to port on direct services; longer if transshipped |
| Minimum export order | 5 × 20ft containers (≈110–120 MT depending on grade) |
| Pricing basis | LME copper less a transparent grade-based margin, volume tiers apply |
| Payment (new relationships) | Irrevocable Letter of Credit or agreed deposit + balance against documents |
| Inspection | Independent pre-shipment inspection (SGS, Bureau Veritas, Cotecna) on request |
| Trade agreement | CAFTA-DR, subject to US-origin documentation |
Short transit changes the commercial rhythm. On a long-haul voyage, cargo and payment are tied up for weeks. On the Florida–Santo Domingo run, documents and containers can arrive close together, so the L/C or the documentary collection has to be organised early and the original bill of lading cannot be allowed to lag behind the box. Where speed matters, a telex release or seaway bill can be agreed, but only once a trading relationship has a track record. The tonnage per box is covered in the container loading guide.
CAFTA-DR, duties and ITBIS: check before you contract
The Dominican Republic–Central America–United States Free Trade Agreement (CAFTA-DR) removed duties on most US industrial goods, either at entry into force or over a phase-out period, for goods that qualify as originating and are documented as such. Where Dominican duties do apply, they are assessed on the CIF value, and the 18% ITBIS (the Dominican VAT) is generally levied on imports on top of the CIF value plus duties. Scrap classification, origin rules for recovered material, environmental formalities and rates can all change. This is orientation, not customs advice: confirm the HS classification, duty treatment, ITBIS and any permits with a Dominican customs broker (agente de aduanas), and the L/C terms with your bank, before signing.
Grades Dominican buyers ask for
Requests on this lane cluster at the clean end of the range. Mill berry (ISRI Barley), No.1 bare bright wire, suits wire and cable work and any melt where conductivity matters. Copper cathode (LME Grade A) suits manufacturers that need a certified 99.99% input with no grading argument. No.2 copper (Birch/Cliff) goes to foundries and alloying, at a wider discount to the LME. Copper ingot bars suit small foundries that want a ready-to-melt form.
Name the ISRI code rather than describe the material. "Cobre 99%" is not a specification; Barley or Birch/Cliff is. The copper grades guide compares the options, and Spanish-speaking buyers can read our guía para comprar chatarra de cobre desde EE. UU.
How a Dominican shipment actually runs
You send grade, tonnage, discharge port and Incoterm. We reply with an LME-linked offer, showing the benchmark, the grade margin and the volume tier, plus freight and insurance as separate lines if you want CFR or CIF. If you are unsure which term suits you, CIF vs FOB for copper scrap sets out the trade-offs. Once terms are agreed we issue a proforma, and for a new relationship payment security is put in place: an irrevocable L/C or an agreed deposit with the balance against documents. The material is prepared, weighed on a certified scale, inspected if you have appointed an inspector, and loaded at Port Everglades with photographs and seal numbers. Documents, including the US Certificate of Origin for your CAFTA-DR claim, follow the contract exactly, and your broker clears at Caucedo, Haina or Puerto Plata.
The problems on this lane are predictable: a loosely described grade, origin paperwork that does not support a preferential claim, and documents arriving after the container. All three are avoidable at the enquiry stage.
Qualifying the other side
A performing Dominican buyer will name an end-use or a plant, accept an ISRI grade on the contract, nominate a discharge port and a broker, and open a workable credit or accept a deposit structure. A buyer who wants none of that, but does want an unusually deep discount to the LME, is telling you something. The same applies in reverse: a supplier that will not commit the grade in writing or allow inspection is not one to send money to. The supplier verification checklist works in both directions.

Which Dominican ports handle imported copper containers?
Caucedo (operated by DP World, east of Santo Domingo) and Río Haina (west of Santo Domingo) handle the large majority of the country's container traffic. Puerto Plata serves the north coast. Most cargo from South Florida discharges at Caucedo or Haina.
How long does shipping take from Florida to the Dominican Republic?
Port-to-port transit from South Florida to Santo Domingo-area ports is typically a few days, often quoted at around three to five days on direct services. Actual times depend on the carrier rotation and on whether the container transships, so check current schedules when booking.
Is US copper duty-free in the Dominican Republic under CAFTA-DR?
CAFTA-DR eliminated duties on most US industrial goods that qualify as originating, provided the origin documentation supports the claim. Dominican duties, where they apply, are assessed on the CIF value, and the 18% ITBIS (VAT) is generally charged on imports separately. Confirm the treatment for your HS code with a Dominican customs broker.
What is the minimum order to export copper to the Dominican Republic?
5 × 20ft containers, approximately 110–120 metric tonnes depending on grade, shipped FOB Port Everglades or CFR/CIF to Caucedo, Río Haina or Puerto Plata.
How is copper priced for a Dominican buyer?
Against the LME copper price, less a transparent grade-based margin, with volume tiers. Freight and insurance are added as separate lines on CFR and CIF offers.
